The game scored a 10/10 from three of the four biggest rating companies so there's not much you can say about it.
Metal Gear Solid 4 has as much gameplay as any other game. It just has a lot more cutscenes... Which is quite a bonus if you like them.
Hours of Gameplay + Hours of Cutscenes >>> Hours of Gameplay
If you don't like the cutscenes you can just skip them, and get the same gameplay...

The bottom line is that more is better in games regardless of which element it is.
More gameplay is good.
More cutscenes is good.
Better graphics are good.
Metal Gear Solid 4 scores well in all aspects, and scores particularly well in cutscenes. The game is "Flawless" according to several reviewers.
